LOCAL FUNDING PRESSURES

A combination of local funding pressures and reduced funding means Councils have seen average real terms reductions to their budgets of almost 26% since 2010, according to the Institute for Fiscal Studies. The Local Government Association warns of an £8bn funding gap by 2025.

HOUSING UNAFFORDABILITY

When comparing private sector rents to wages, the ONS has calculated that in the ‘least affordable’ council in England, the median rent was 73% of the median wage in 2015. Local Authorities have a unique opportunity to deploy their covenant strength to intervene in local housing markets to improve affordability, quality, and security of tenure.

HOMELESSNESS

The number of households in temporary accommodation in England increased by 65% between 2010 and 2019. This translates to higher costs for the public sector and often results in sub-standard accommodation for people in greatest need.

POOR QUALITY HOUSING

5m households rent from private landlords, an increase of 1.2m since 2010. Nearly one in five report a health and safety hazard that is severe enough that their Council must take action once it is aware.

RISK & DELIVERY EXPOSURE

Too often, in seeking to deliver statutory functions and social infrastructure investment programmes, Local Authorities are expected to take disproportionate risk with limited mitigation options. We seek to structure interventions that allocate risk appropriately between public and private sector partners, reducing and quantifying the risks Local Authorities take on.

NET ZERO COMMITMENTS

74% of Local Authorities have declared a Climate Emergency, however there are limited developed plans to meet climate change objectives. Significant investment will be required in existing homes, infrastructure, and other technologies. We can help design, finance, and deliver robust solutions.
